Entering its 11th season of play
within
SEC Seahawks, CT Whalers, Bay State Buccaneers, and Troy/Albany Rivermen have celebrated two championships each, while the Springfield Jr Pics and CT Clippers have their name on the Division I cup. The Division II cup has been won by the Clifton Park Eagles, Griffin Flames, Albany Capitals, and Adirondack Black Bears. The Wallingford Hawks are the only Division III winners (2007-2008 season). The big question:
Who will own the
hardware in 2009?
Mission
The League was founded in April 1998 to promote the
sport of ice hockey for players designated within the Midget age classification
by the USA Hockey Association who are
not on the varsity roster of a secondary school or club team and meet the
criteria within the Rules and Regulations of the NorthEastern Midget Hockey
League: good sportsmanship and dedication to the ideals of the sport of ice
hockey.
The League holds one annual
meeting in the first weekend of September (not Labor Day weekend) open to anyone
who wishes to attend. The business of the following season will be
discussed at the annual meeting. Further, the League holds one annual
meeting for the Executive Board of the NEMHL typically in late April/early May
to discuss more global issues affecting the League. This meeting is
closed to anyone except those on the Executive Board. For transcripts of

1.
Board of Directors
The
NEMHL Board of Directors will consist of a member from each team who will meet,
either in person or via teleconference, periodically. A simple majority
vote (of those in attendance after 1 week notification to all members) will
determine outcome of issues. Importantly, whenever possible, each local team
League will continue to act as the responsible organization for each team for these disciplinary, roster, or other matters.
An
Executive Board will consist of at least 10 and no more than 15 members elected
by the NEMHL Board of Directors at the Annual Meeting: President/Commissioner;
Vice-President and Director of Sales and Marketing/Executive Secretary;
Vice-President and Director of Legal Affairs; Vice-President and Director of
Playoffs; Vice-President and Chief Financial Officer; Vice-President and Chair,
Rules Committee; Vice-President and Director of Business Development; Director
of Scholarships; and up to 5 Directors-at-Large. The Executive Board
will meet at least annually following the season in preparation for the
upcoming season.
2.
Team Withdrawals from Participation in League Games
Any team that withdraws during the NEMHL regular season or from playoffs will not be permitted to play the following year. Thereafter, the team may make application for inclusion into the NEMHL. The application will be voted upon by the entire membership (Directors of member teams) and if accepted, pay a $500 entrance fee and the current fees for the year (as voted upon by the members during the Annual meeting). If the withdrawing team is otherwise in compliance with its obligations to the NEMHL and submits a $500 withdrawal fee within 30 days of its withdrawal from play, it may be considered for readmission to play in the following year by vote at the Annual meeting.
Each team will provide a $1,000 bond made
payable to the NEMHL on or before November 1 of the current season. In the event
that a team folds during the season, or is removed from the League due to
violations of the League Rules, Regulations, By-Laws, or for cause as determined
by the Executive Board of the NEMHL, the bond shall be forfeited and the funds
shall be placed in the NEMHL Scholarship Fund.
If an organization has more than one team playing in the NEMHL, the organization
needs only submit one $1,000 bond; however, if one if its teams folds or is
removed from the League, the organization's $1,000 bond shall be forfeited and
the organization must provide a new $1,000 bond within 30 days of forfeiture of
the original bond in order for its remaining team(s) to continue in the League.
The proceeds of the bond shall be credited against that specific team's end of
season tournament. In the event that the end-of-season playoff costs are less
than the posted bond, the remainder shall be refunded to the teams/organizations
as soon as practicable after the conclusion of the season.
3.
Division Determinations
Teams
will be divided into Division 1 and Division 2 (and if necessary Division 3)
after a minimum of 10 games have been played after start of each season
by each team; divisional rankings will be based upon Win% as listed on the
website. The
number of teams within each Division will be determined by the NEMHL Board of
Directors at the September Annual League meeting.
4.
Game Sheet Submissions
a.
The home team manager will forward the white copy of
the game sheet of a completed game by fax to the President of the NEMHL at (860) 464-2701
within 48 hours of game completion. Failure to meet this timeframe
will result in a 2 point reduction (-2) in that team’s point total, as
tabulated in the Standings on the NEMHL website.
b.
The game sheet represents
the official documentation of the game. Head coaches must sign the game
sheet upon completion of the game to verify the information contained within
the game sheet.
5.
Standings Calculations
a.
Intra-divisional games will
be awarded 2 points for the win and point for the tie.
b.
Inter-divisional games will
be awarded points as follows:

Division 1 team victory over a Division 2 team = 1
·
Division 1 team tie against a Division 2 team = 0.5
·
Division 2 team victory over a Division 1 team = 3
·
Division 2 team tie against a Division 1 team = 1.5
6.
End-of-Season Awards
Season
individual player awards will be determined on the following criteria:
a.
Top Scorer Award
i.
Minimum of 20 games or 75% of total games by the recipient team,
whichever is greater, to be eligible for the award.
ii.
Player with most total
points (goals and assists, awarded as 1 point for each) per game average wins
the award.
iii.
In the event of a tie, the
greatest goal per game average will be the tie-breaker. If still tied,
both players will share the award.
b.
Sportsmanship
Award
i.
Minimum of 20 total points (goals and assists, awarded as 1 point for
each) to be eligible for the award.
ii.
Sportsmanship points are
calculated by total points divided by total penalties-in-minutes.
iii.
Player with greatest
sportsmanship points wins the award.
iv.
In the event of a tie, both
players will share the award.
v.
A player receiving an unsportsmanlike penalty during the regular season
is not eligible to be awarded the Sportsmanship Award.
c.
Top Goaltender
Award
i.
Minimum 10 games or 50% of total games by the recipient team, whichever
is greater, to be eligible for the award.
ii.
The player with greatest
save percentage wins the award.
iii.
In the event of a tie,
least goals against average will be the tie-breaker. If still tied, both
players will share the award.
d.
Defenseman Award
i.
Minimum of 20 games or 75% of total games by the recipient team,
whichever is greater, to be eligible for the award.
ii.
Player with most total
defenseman points as calculated by an algorithm established by the League wins
the award. The formula is:
(0.25*TP)/(((GA/TG)*(GP/TG))+LN(PIM+1))*100
where TP is total
points (goals and assists), GA is goals against on the defenseman’s team, TG is
total games played by the team, GP is games played by the defenseman, and PIM
is penalties in minutes.
iii.
In the event of a tie, the
least goals per game allowed average (GA/TG) will be the tie-breaker. If
still tied, both players will share the award
e.
Cleary/Beaudry
Award for Courage
i. This award is named after two special individuals:
(1) Caitlyn Cleary of Ledyard CT who exhibited tremendous inner strength and love for life before she succumbed to cystic fibrosis in her 12th year.
(2) Paul Beaudry, first recipient of the Cleary Award, who played in the League at a very high level and succumbed to complications following double lung transplantation in Dec 2007.
ii.
The NEMHL member who
demonstrates the greatest amount of courage throughout the season, as
determined by the President of the NEMHL and his family.

The League has established rules
and regulations which are complementary of those offered by USA Hockey but includes additional restrictions for stick violations,
unsportsmanship conduct, and other violations of the code of conduct of the
League. All key stakeholders - coaches, players, officials, and parents -
should review the Rules and
Regulations of the League before playing in a League-scheduled game.

In the 2003-2004 season,
the League started awarding four $500 scholarships to graduating students from secondary
schools who have participated within the League, maintained academic and
extracurricular excellence, and attending a qualified post-secondary school
academic institution as a full-time student. The recipients of the
scholarships can be found in the Photo Gallery.
There is a very competitive process for the scholarships; thus, please apply
using the website application and send
to the League Secretary.
Teams interested in the
League should make application to the League well in advance of the upcoming
season. Please complete the application
and expect a response from the League
President within 1-2 business days. Once received, the Executive
Board of the NEMHL will deliberate on the team's candidacy for the upcoming
season.
